This GIF media explores the provocation that "cleanfill" excavation in the course of construction of housing development in one area, could be the source of contamination in another area. This provocation follows evidence given at VCAT in the case Nillumbik SC v Gulli [2022] VCAT 4 (5 January 2022) Nillumbik SC v Gulli [2022] VCAT 4 (5 January 2022) .

This GIF uses aerial photographs from the same time period at a cleanfill source site and an illegally operating cleanfill receiver site. The source site is at Kalkallo in the City of Hume within Melbourne's northern growth boundary, and the receiver site it at Doreen in the northeastern Green Wedge of Melbourne in the Shire of Nillumbik.

The cleanfill receiver site is located at the headwaters of the Middle Hut Road Gully, a tributary of the Arthurs Creek and Diamond Creek. This is located in the Middle Yarra catchment.

The photographs are aerial photographs taken from the 'Nearmap' portal. The first image pair is dated 15 October 2017, the final, 12th, pair is dated November 2020. In this latter case the image pair bear slightly different dates, 02 November in the case of the Kalkallo/Cloverton image, and 11 November in the case of the Doreen Image. This minor discrepancy is due to the timing of the aerial imagery production.

After the site had operated illegallyoperation for over two years, the local authority Shire of Nillumbik and the waterway manager Melbourne Water

This GIF relates to the written piece In Critique of Repair: A Localised Case Study of irrepairable damage by "Cleanfill Tipping" in Melbourne's Green Wedge and Reflections for Practice.

Further additional information is located at:

https://www.austlii.edu.au/cgi-bin/viewdoc/au/cases/vic/VCAT/2022/4.html

http://classic.austlii.edu.au/au/cases/vic/VCAT/2016/60.html
