Opportunities for coordinating multi-level climate action: an analysis of city climate action and national urban engagement

This report provides insights into how cities are responding to local climate change mitigation and adaptation challenges across regions, globally, and how they align with the priorities of the Mission Innovation program - an intergovernmental platform that brings together governments, businesses, investors and academia to achieve the goals of the Paris Agreement by enabling widely affordable clean energy. This analysis draws on an existing database of city climate actions from a sample of 98 climate change mitigation and adaptation plans published since 2016 in English, originally compiled for the Global Covenant of Mayors (Hadfield et al., 2021). The report also explores how national governments are currently engaging cities in climate action and where gaps exist to better coordinate between them.
