The power of cities in migration governance: Pilot project report

This study piloted a framework for assessing the powers that local authorities have over governing the inclusion of migrants and refugees. The framework was based on a ‘governability grip’ assessment, originally developed to assess powers over urban infrastructure. The approach was piloted on three local governments in federal systems (Seattle, São Paulo and Sydney) and assessed their powers to support migrant inclusion in the areas of employment, housing and language.
